Why the rule exists

The program supports French-speaking minority communities — the francophone populations living in the nine provinces and three territories where French is not the majority language.

Quebec does not need that support, and it administers its own immigration system.

What "outside Quebec" means

The work location, not the employer's head office. A company headquartered in Montreal hiring for a position in Ottawa is hiring outside Quebec. The reverse does not qualify.

Where the francophone population actually is

Ontario has the largest francophone minority community in Canada. New Brunswick is the only officially bilingual province, with roughly a third of the population French-speaking. Manitoba, Alberta, Nova Scotia and Saskatchewan all have established francophone communities with their own institutions.

Why this suits employers in those provinces

An employer in Sudbury, Moncton, Winnipeg or Edmonton is hiring into a place with existing francophone community infrastructure — schools, associations, services. Retention tends to be better where a newcomer finds a community.

If your position is in Quebec

Quebec's system involves the Certificat d'acceptation du Québec and its own selection processes. Different route, different rules, and outside what this program covers.

What applies everywhere else

The worker speaks French at NCLC 5. The occupation is not primary agriculture in TEER 4 or 5. The job itself can be entirely in English.
