Under Francophone Mobility, nearly all of them. That has been true only since 2023, and most employers have not caught up.
The rule
All NOC TEER categories qualify — 0, 1, 2, 3, 4 and 5. The single exclusion is primary agriculture occupations in TEER 4 and 5.
Before June 2023 the exemption covered only TEER 0 through 3. The expansion brought in every lower-skilled occupation outside primary agriculture.
What that means concretely
TEER 0 and 1 — managers, professionals. TEER 2 and 3 — technicians, skilled trades, supervisors. TEER 4 and 5 — food counter attendants, kitchen helpers, cleaners, labourers, drivers, warehouse staff.
A restaurant hiring a kitchen helper and a bank hiring an analyst use the same exemption.
The conditions that do apply
The job must be located outside Quebec.
The worker must demonstrate French at NCLC 5 in speaking and listening.
The job itself does not have to be performed in French.
Where employers get this wrong
Two ways. Assuming lower-skilled roles are excluded — they are not, outside primary agriculture. And assuming the role must be French-speaking — it need not be.
How to check your occupation
Find the NOC code for the position on the government's NOC site. It gives the TEER level directly.
What eligibility does not solve
Finding someone. Eligibility is a paperwork question; sourcing is the real one.
