Recruitment agencies

An agency sources, screens and often manages paperwork. For a senior or hard-to-fill role that can be worth paying for.

The cost is a placement fee, commonly a percentage of first-year salary, charged per hire. It scales with every position. Ask what candidate network they actually have and where — some have genuine reach in Morocco or Tunisia, others start searching after you sign.

Government referral services

Canada connects employers with public employment agencies in several French-speaking countries at no cost. Genuinely free, and genuinely slow: a bilingual job profile form and a wait for an outreach officer.

Recruitment events

The Destination Canada Mobility Forum brings employers and pre-screened French-speaking candidates together annually in February. Free, and explicitly not open to recruitment agencies or consultants — it is for employers hiring directly.

Once a year is the limitation.

Job boards with overseas audience

A posting fee rather than a placement fee, and applications come directly to you. You do the screening and interviewing yourself.

The variable is where the board actually has audience. General boards reach people already in Canada.

What decides between them

How many roles, how fast, and whether you want the process handled or want to control it. One senior role with budget suits an agency. Several roles on a recurring basis suits a job board.
