For an LMIA-exempt hire, this is the employer's entire administrative contribution. It is shorter than most people expect.
What the portal is
IRCC's online system for employers hiring workers under the International Mobility Program. It is separate from the LMIA process, which runs through ESDC.
What you need before starting
Your business number. Details of the position — job title, NOC code, duties, wage, hours, location, start date. The candidate's name and date of birth.
For Francophone Mobility, the exemption code is C16.
The sequence
Create an employer account if you do not have one. Submit the offer of employment with the position details. Pay the $230 employer compliance fee.
The portal issues an offer of employment number.
What happens next
You give that number to your candidate. They use it in their work permit application. IRCC processes that application separately, on its own timeline.
The employer's part is done at that point.
What to get right
Accuracy. The details you submit are what you are held to. If the wage, duties, hours or location differ from what the worker actually gets, that is a compliance issue during an inspection.
Changing a submitted offer is possible but adds delay. Better to be correct first time.
What this does not do
Approve anything. The offer of employment is a declaration, not a decision. The work permit can still be refused — most often, under C16, on the French language requirement.
